4.4 Loading device
4.4.1 Stopping time of powered cutting and loading tools
The stopping time of powered cutting and loading tools shall be 5 s maximum for self-propelled machines and 10 s maximum for other machines.
Verification: shall be by measurement, according to 5.1.
4.4.2 Loading door
To ensure the protection of the operator against crushing and shearing hazards related to a failure of the hydraulic circuit, the machine shall be fitted with a device which limits the maximum downward speed of the door should failure occur to 40 mm/s measured tangential to the trajectory of the outer edge of the door.
In order to avoid unexpected opening of the loading door when travelling, mechanical or hydraulic locking devices complying with EN ISO 4254-1:2015, 4.11 shall be provided.
In order to avoid the hazard of inadvertent lowering of the loading door during maintenance, a device in accordance with EN ISO 4254-1:20 15, 4.11 shall be present on the machine. If the device is a mechanical support, this shall not be detachable from the machine.
For semi-mounted and trailed machines with a loading door rotating about its lower edge, the vertical downwards load at the hitch point shall be positive, measured stationary on a horizontal firm surface with the loading door (see Figure A.9) in its most unfavourable condition for travelling and distribution, as specified by the manufacturer in the instruction handbook.

4.5 Cutting and loading tools
4.5.1 General
All the tools (e.g. blades, cutting components, sharp edges, etc.) which can be hazardous when not in use shall be guarded in the travelling and distribution positions.
This guarding shall give protection against contact with cutting and loading tools at the sides and working area at the front over the complete tool path.
In the case of rotating tools, the front guard shall be self-closing and shall extend on the working front at least 1100 from the vertical to the cutting and loading tools axis (see Figure 4), with the machine in travelling position. When the cutting and loading tools are mounted at the front of the machine, the guard, if not self-closing type, shall be activated from the driver’s station.
The protection against inadvertent lowering of the cutting and loading tools during repair and maintenance shall be provided either by a mechanical support or by hydraulic locking devices which shall comply with the requirements of EN ISO 4254-1:2015, 4.11.
The movable parts located inside the chopping chamber in the travel and distribution position satisfy this requirement.
Verification: shall be by measurement and functional test.
4.5.2 Maintenance of cutting tools
Cutting tools shall be designed to be moved to the maintenance position(s) either manually or with a specific tool.
Cutting tools shall be lockable in the maintenance position(s) either manually or with a self-locking device.
4.5.3 Blockages
The machines shall be designed and built to minimize the probability and frequency of blockages and to prevent a hazard arising should clearance become necessary.
This general requirement shall be achieved by the following risk reduction measures.
