An exception shall be made for papermaking additives or contaminants that do not exhibit ready biodegradability, if the additive has low aquatic toxicity (acute LC5O  100 mg/L for algae, daphnia, or fish) and exhibits inherent biodegradability per ISO test methods 9887 or 9888 or OECD 302A-C.
Testing is not required for any papermaking additives or contaminants for which sufficient information exists concerning its biodegradability, either in peer-reviewed literature or databases. In the absence of experimental data, quantitative structure-activity relationship data from EPA’s BioWin (EPISuite) models may be considered.
6.13 The disposable wipe functional chemicals, such as wet or dry strength agents, debonder, sizing agents, retention, absorbency aids, or inks which will be retained with the paper, shall not have the following GHS hazard statements:
a) H351 (suspected of causing cancer)
b) H317 (may cause an allergic skin reaction)
c) H350 (may cause cancer)
d) H340 (may cause heritable genetic damage)
e) H400 (very toxic to aquatic life)
f) H401 (toxic to aquatic life)
g) H410 (very toxic to aquatic life with long term effects)
6.14 Disposable wipe products using chemical treatment and manufactured from recycled fibers or mixtures of recycled and virgin fibers may contain no more than: lmg’dm2 Formaldehyde as measured by EN1541 water extract and 1.5 mg/dm2 Glyoxal measured by DIN 54603.
6.15 Substances used in the cleaning of production equipment must not have intentionally added any alkylphenol ethoxylates or other alkylphenol derivatives (APEOs). Manufacturers shall provide an ingredient declaration for the purposes of an audit associated with certification.
6.16 The active components in biocides or biostatic agents used to counter slime-forming organisms in circulation water systems containing fibers shall not be potentially bio-accumulative. Manufacturers shall provide an ingredient declaration for the purposes of an audit associated with certification.
6.17 Substrate — The substrate used to manufacture the disposable wipe shall meet the following requirements:
a) The substrate shall not contain intentionally added heavy metals of lead, mercury, cadmium and hexavalent chromium, excepting those added as result of using recycled content. the sum of which shall not exceed 100 ppm by weight. Manufacturers shall follow test method ISO 54233-1 (under development):
b) The binder employed in manufacturing the substrate of the disposable wipers may not have
any detectable formaldehyde;
C) The substrate shall not contain any brominated flame retardants:
d) The level of AOX in the substrate shall not exceed 250 ppm;
e) The substrate shall not contain, be coated with or bound to nanomaterials.
6.18 Chemical Treatment — Disposable wipe products that have an applied chemical treatment in the final product shall meet the following requirements:
a) Wet wipe liquids, lotions or fluids must not contain more than 1% by weight of volatile organic compounds (VOC) as used (e.g., after dilution with added water or other solution if applicable), or more than 12% by weight as sold (e.g., in concentrated form if applicable), with the following exceptions:
1) degreasers must contain less than 3% by wt. VOC as used, and less than 25% as sold.
b) Formaldehyde-releasing preservative systems are permitted provided that free formaldehyde accounts for not more than 0.O5% of the liquid.
